The bus questions was answered elsewhere I see.

Taxi: I usually pay 400 THB to bring me across the other side. Beware: Some drivers start with outraging prices, like 2,000 THB in the hope of catching a newbee. Try to get some fellow-passengers and share the fare.

There is a Bus Terminal on ring road next to Lutus, don know the chedule but I would I think they could get you to Nong Khai at that hour. Just take a tuk tuk from the airport not that far.
