The idea is that all the innocent people step aside whilst both sides soldiers fight it out . 

   IDF V Hamas with all the civilian's away from the action , then they can move back in when Hamas have been wiped out .

   You seem to want the civilians to stay and protect Hamas and the civilians acting as human shields .
