From the link:

Chonburi police questioned an involved driver, Chatchawan Thiamkan, 51, and learned that the Thai man was reportedly intoxicated.

Chatchawan reportedly confessed to drinking alcohol at a party before getting behind the wheel of his sedan. He said that he was driving home with his friend when he suddenly crashed into Chanthip. The man admitted he did not know how he crashed into her.
