I would suggest clean water and plentiful food would be more likely to have reduced the number of deaths more than any other factor.

Starving people have little resistance to disease.

    Except for diseases for which they have been vaccinated.   But I am sure that Governor DeSantis is working to help poor, weak, underfed Floridians.
