The TM30 seems to be a recurring thread that is abused by Immigration and the Landlords.
It is not possible to fulfill the TM30 requirements when the Landlord is not cooperating or unlawful owner of the property.
Thus jeopardising the Visa extension of the foreigner.
The TM30 shall be a requirement of the Landlord and the Tenant shall only need to report his stay at property "x".
Eventually showing a rental agreement.

You do not understand TM30 requirements. 

You mention rental agreement however a TM30 is also required for tourist visa and visa exempt entries when a 30 day extension is required. 

These folk would generally not have a rental contract. 

 

 

No, it's recurring thread due to foreign tenants unable to accept they are just as responsible as the owner or landlord to file the TM30.

 

Section 38 and section 4 of the Immigration Act make it abundantly clear who can be deemed responsible to file a TM30.

A lawyer has already brought the TM30 to question and as a result Immigration issued new regulations in 2020 easing and amending the requirements of section 38 of the Immigration Act when it was and wasn't necessary to file a TM30.
