Seat belt?

Odds on favourite for...

.... No Seatbelt

.... Had just left a bar

.... At least double the DUI Limit

.... Speeding

No report that the driver underwent a DUI check / breath test - but that really should be automatic after any incident, no matter the time of day.

May the milestone marker rest in pieces.

Another case of leaping palm trees, indigenous species in Thailand, mainly grow next to roads.

In my car, a signal goes off if you don't put your seatbelt on, and the same goes for the passenger, don't know if you can turn that off, I wouldn't be surprised if that's possible, a Thai orders that

Many either 'leave the seatbelt engaged' and sit on it... Or they use a 'seatbelt' blanc....  (as below).

The utter fluckwittery of the mindset of someone who will actively purchase something that significantly increases their risk of injury and / or death in the event of an traffic accident is utterly mindboggling.

No, it is not as easy as that, the signal is still going, there is also a sensor in the seat.
