An accident possible to limit or avoid. The authorities should not look at the malfunction, as it is fully possible for a rocket the malfunction. That happens everywhere in the world. What they must look at is licenses, educated people taking care of the event and most of all security measures regarding storage of all other firework and the safety distance for the onlookers.

Say what you want, it looks like a lot of fun and I'd hate to see it ruined for millions, like so many nanny state escapees posting here would have it. 

 

Spectators aren't compelled to show up, nor are they forced to stand so close. (Or forced to get so drunk, either).

Like that's exclusive to rocket festivals. 

 

What do you propose, banning all gatherings where people may not get along with each other?

Every hour to the hour - in this case rather every year to the year. Not a year passed without a blue water pipe going up in splitters all over Isan - stupidity prevails well into the 21st century.

But this is a regular occurrence at many festivals ....   once that lao khao starts to hit they all go loopy.

Looks like a scene from Gaza.  There are horrible incidents with these dangerous toys every year.  High time they were banned along with the gun powder or whatever the propellant they use.

Even if a mandatory safety radius of (say) 500 metres was set and maintained, in a case like this were a rocket at launch bursts and the top section flies off horizontally it can fly a significant distance at low level and cause damage and injury.

Anyone with even a shred of common sense would stay clear of events like this.  Safety is a concept (much like maintenance) that most people in Thailand have heard about but choose to ignore.
