In  uk   it has adifferent meaning, much closer to the  suspect  here who tosses himself off

That would be the 'W' one sees in the Woke acronym.

An audacious pervert rocked the local community by whipping out his penis in public and began masturbating on a busy road in Pattaya. The brazen pervert blatantly parked his motorcycle and began pleasuring himself in broad daylight, turning the bustling streets into his sordid stage.

The outrageous incident was reported at 10pm yesterday, November 18, by a vigilant eyewitness, 36 year old Biew. The shocking scene unfolded near the Panyat Chang intersection in Pattaya City, Nongprue subdistrict, Bang Lamung district, Chon Buri Province.

Armed with a video clip she secretly recorded, and corroborating CCTV images, Biew brought the sleazy act to light, warning both locals and tourists of the creeping threat lurking on the streets. According to her chilling account, the predator, believed to be in his forties, is a repeat offender.

He prowls around on a blue motorcycle, devoid of a traceable licence plate, awaiting his unsuspecting female victims to pass by. Upon spotting them, he brazenly exposes himself and proceeds to commit the vulgar act, filling his targets with fear and disgust.

Biew, initially shocked by the recurring incidents, felt compelled to document his lewd behaviour. This time, with her smartphone in hand, she captured the disturbing moments as undeniable proof. Determined to end his reign of terror, she has reached out to the media and law enforcement, urging them to track down the bold flasher whose antics grow bolder by daylight.

Her underlying concern for the safety of women and children frequenting the area shines through in her plea for urgent action. She’s calling on the authorities to hunt down this menace and deliver justice, ensuring the safety and peace of mind of those in the area.

Channel 3 reported that the police, equipped with Biew’s crucial evidence, are now pouring over CCTV footage, piecing together the evidence needed to put an end to this rogue’s roadside rampage.

Another article with flowery prose - most likely composed by ChatGPT, I suspect.

Filling  his targets with fear and disgust only? His aim must be pretty bad.
