Chaos is the point. Trump is getting all the controversial things done right now knowing that the courts will be involved. A few of these cases will appear at the Supreme Court in 2026, before the midterms. He'll win some, he'll lose some, he knows it.
His offer to pay Federal employees 8 months wages to resign is genius. 200,000 are expected to take up the offer. I think more will do so rather than return to work five days a week.
Off the wall point - if Trump drains the Federal workforce around DC, many of whom live in Virginia, it may well help the GOP electoral hopes in that state if they move away.
