The 100% tax effectively reduces the market potential of properties in 'tourist' areas...., its going to be really difficult to sell the house to any foreigner in future without taking a loss.

No not any foreigner,members of the EU are able to buy without this tax. I am sure it will affect people from the UK ,things have changed for them.
