Fraud would be if the specification was designed around the $2,000 toilet seat such that the more reasonably priced alternatives were excluded, while at the same time being perfectly acceptable for the application.
I believe this sort of thing happens all the time in private sector as well, I know I saw it in my industry.
If the specification calls for a specific dimension, and only one supplier can provide it, they can charge whatever they want, particularly if they are selling to poorly audited people that are spending other people's money.
I'm a bit confused as to what the actual issue is.

Thailand is only going to tax you (if they even do it at all) on the money that you bring into Thailand.
What difference does it make what the UK Pension is for people in the UK? You won't be bringing that amount into Thailand so you won't be taxed on the current UK pension amount.
