USAID, as any agency, gets its objectives, program and budget approved by the Presidential administrations and Congress. It is also audited, as any agency, by the OIG.

 

It doesn't define its objectives by itself. You may disagree with some objectives and programs, but that the objectives and programs approved by Presidential administrations (including Trump) and Congress. There is absolutely no scandal about it.

 

There's nothing secret about it. Of course, they may not publish each and every detail. Their main programs, calls for applications, etc... are publicised.

Maybe in the alternative universe you live in USAID is just being audited. But in this one, its programs are being put on hold and people told to go back home. Also, lots of lies are being told about it.

USAID has been regularly audited by the OIG, and its programgs funded by Congress. Same as the other agencies.

The problem is not about being audited, it's about the method, including diffusing lies.
