The punishment is that he buys and has to repaint the box to a similar color as before.

 

Went to Milan, Italy years ago and idiots spray painted all over the old beautiful buildings.  

 

Do this people even have 2 brain cells?  I understand the difference in a multi-color spray painted piece of graffiti and someone with a 2nd graders handwriting ability who scribbles something on the wall with a can of spray paint.

Do they have to wait for someone else to file "complaint" to formally arrest the vandal of the public infrastructure in Thailand?

He'd already been formally arrested by virtue of his being fined.

Pattaya , by its nature, attract the type of people who are not there for cultural immersion. These types of tourists would typically be the dregs of their society.

I feel sorry for him.  He's in Pattaya, 54 years old, and he decided to spray paint electrical boxes.  With all the options available to him, he made a very strange choice.

A big fine, and some jail time plus deport this guy and ban him for at least 5 years from being in Thailand.

  That should be what happens to this loser, in my opinion.
