There should be some regulation mandating the use of diesel or other less flammable fuel when passengers are carried. Proper risk management.

On chalong pier that is all checked daily.

Another terrifying incident is fire. 

In this case sufficient fire extinguishers or a gas detector or a combination of both was obviously missing.

How likely is it they allow smoking? On a petrol powered wooden hulled craft carrying several hundred litres of petrol/gasoline. How leakproof were the fuel tanks, fittings, hoses, too? And the tank fume vent locations..?
