It is based upon the CPI W index. I believe only congress can change how SS COLA can be calculated. it is only April so who knows what CPI-W will be by December.
Yes, 425k without batteries is way too expensive.
You are using on average <1000 kWh / units a month, so yes, that system would be enough.
We have 8kW hybrid inverter, and on good day will easily produce 50kWh, or 1500kWh a month, and we've used 1000+kWh a month a couple times.
Only 2 of us at house, and minimal use after sunset. 6-8kWh overnight. Abuse the ACs during daytime, (1 sm AC at night) and have BEVs that charge with excess solar, not used by the house.

We are building a new house
2 x 24k btu running probably 8 hrs a day
1 x 18k btu running 18 hrs a day
1 x 12k btu running 18 hrs a day
All inverters
New pool so need to run the pump.
Nothing much else apart from a pc 2-3 hours a day
Never thought about charging a battery or 2 .but then they are expensive .
I'm not well informed other than hearsay, are the Chinese contractors the worst offenders? Of course, you have to look at the bidding process and how they vet, or don't vet the contractors. Stating the obvious, human lives are not worth the amount of money saved with the lowest bidder building shoddy constructions using underpaid and untrained migrant employees.
