Year extension after 90 day first visa period - timeframe?

Is there a deadline day parents have to go with kid (and 1900 baht, and documents from school) to Immigration for one year extension for a Elementary student's 90 day ED visa (international school)?

 

Lets say his 90 day run out May 10th, what time does Immigration say they need to do the administrative task?

I am under the impression that we go with documents from school, child and money and its instant but I am not sure any more. 

Where can I check (for Chiang Mai)?

Suggest apply for extension in the last 30 days of current permission of stay stamp. 

In CM you can apply up to 45 days early.

Another doubt: with Kids ED school visa in province A moving to province B will make the one year stay invalid? Or can we do 90 day report which would be the only interaction with IO in the new province B? Kid would go to another school but they do not provide the documents for ED visa saying as long as the child has a valid visa no ED needed.
