I assume skiptons will inform the Thai revenue department under the new exchange of information act recently brought in so will I have to declare the interest I have received?

If you have never had a 24-hour delay, you are lucky -- the exception, not the rule
You are confusing Central Cambodian language with Northern Khmer.
Central Cambodian is taught in schools and has script. Northern Khmer is a dialect and spoken only.
True that Isaan Lao is not a written language, but most Isaan folk will use Thai script to write Isaan words, since it's easy to show the correct tones etc.
