My wife and I's Non-O retirement extensions with Re-entry permits expired on 01/07/2025.  We will return to Hua Hin and reapply for the replacement in mid-September 2025.  Our required Thai bank balances (each) of 800,000 Baht or more have remained intact for more than a year now, and all other personal details are still the same.  Can we lodge the applications ourselves when arriving in Thailand?  Please help.

Yes. 

You can apply for new extension up to 30 prior to current expiry till date of expiry. 

You will each need  12 month bank statement + bank letter etc

If you want to apply for the non-O in Thailand, you must be able to prove your 800,000 came from overseas.  If it's been a while since the money has been in your account, that may be difficult to prove.  It would definitely be easier for you to apply for the non-O visa from a Thai embassy before you travel to Thailand.  And that will also save you at least 2 trips to immigration.

Is there an option to enter on the 60-day visa-exempt stamp, convert that to a Non-O at local immigration and subsequently to a retirement extension?

 

Note I am only asking if is an option (if available) and not suggesting that it's a better option than the eVisa route you suggest.

Yes it is an option.  Exempt entry is 60 days btw.

Not if its been in the bank a while

Yes that is an option. However as usual couple of exceptions. 

For example Jomtien were requiring the 800k to be in bank for 2 months to apply for the Non Of. 

In fact that is not the rule

Only has to be in bank day prior prior to application. 

Not sure of that office current policy

In addition an immigration can say "we don't issue Non O for visa exempt entry. 

Vaguely recall Samui having issues. 

 

Regards funds from abroad requirement that should be overlooked if funds in Thai bank for some time. 

 

Anyone obtaining the Non O at immigration office in Thailand should be aware that the first 12 month extension must be obtained at that office.

Yes you can - but, that requires apply for the Non-O 90-days first (2 trips to immigration), then the 1-year extension (1 or 2 trips more to immigration). 

 

If you can get the Non-O 90-days via the eVisa system before you arrive, that will mean fewer trips/hassle with immigration, after you arrive.
