My friend just did his 90 day report in Jomtien and was required to also submit a proof of address. After returning and bringing the proof of address, he was charged 2,000 baht. Is this the new normal? He was not late, the reporting was done before the due date.

OP, sounds like he was fined for not doing a TM30. 

Yes the fine for late 90 report is 2k however you state he was not late. 

I assume by "proof of address" he had to do a TM30? 

The post is not clear.
