So it's based on incidents, right? And you have absolutely no evidence that either the US or the UK system is based on convictions.

Obviously London has had a massive crime problem for many years now, scooter gangs, robbings at knife point, angle grinder bike theft in broad daylight. So, clearly the crims have zero respect for, nor any fear of the cops.

When you say citizens I take it you mean British. I wouldn't call 60% vast, barely more than 50/50. Did the report say that the focus was on foreigners? I assume each sexual assault is treated equally then if it is found that 40% are committed by foreigners then they is telling you something isn't it. If say a particular crime was predominantly young males you would be expected to target young males not retirees. As said East Europeans are white so why racist when arresting East Europeans for sexual assault. I am sure if 40% of sexual assaults or robberies in Thailand were foreigners then the Thai media would be all over it.

Prison population means that they've been 1) caught 2) enough evidence 3) will the victim stand up to court 4) judged guilty 5) not a fine and slap on wrist

 

So these stats are biased
