Makes sense to quit though. It's not worth Thailand Post's time to deal with all the paperwork. Other countries see it that way too. Maybe this di minimus duty is a backdoor way for a Republican Administration to further hobble US Postal Service (fewer deliveries and lower revenues). It seems many countries are trying to find ways to weasel their way out of providing a national postal service.
