Be it Chicago or NYC,....these streets are not what would call safe areas. Since the wokes in power do not do anything, well Trump is trying to clean up things. In his clumsy manner, for sure, but as nobody moved a finger to reduce crime in all US metros, who's to blame at the end ?

The local mayors have little say in policing, and the judicial process, especially in the states that you reference. The state legislature enacts the laws, and the state sets police policy. In fact  the state of Tennessee is far more involved in local policing than in states like Vermont.

Guess who oversees the  TN state government agencies?Why, it's the State Senate Judiciary Committee. It is responsible for civil laws; criminal laws; judicial proceedings; apportionment of elected officials and governing bodies; executors, administrators, wills and divorce and other family matters; all matters relating to the courts, matters of court jurisdiction, and matters relating to judges, including retirement, compensation, expenses, personnel, facilities, etc.; municipal and juvenile courts and justices of the peace; clerks of court, and sheriffs and law enforcement officers; and all other matters not covered by any other standing committee. 3 middle aged white people are the officers of that committee, which includes 5 other middle aged white people, and one token black man.

 

The takeaway is that your attempt to blame the people of  Memphis for the ineffective judicial and police policies is unreasonable.  No doubt that some residents are most likely  weighted towards the criminal element, but crime and local corruption is a problem elsewhere in the state too. Corruption is a BIG problem in much of the US local government whether it is  Democrat or Republican. That's the problem US citizens do not want to address.
