Perhaps it's different in the UK, but in the US, there is much more violent crime in poor neighborhoods than in rich neighborhoods. Given the daughters of the rich are much less likely to be walking around or attending a school or working in a poor neighborhood, than would the daughter of a poor family, it is much less likely the rich girl would be raped.

 

Does that make sense?

Deport them and pay their home countries to prosecute them. 

These Attacks on young girls are the one's we know about there probably the tip of the Iceberg due to the protests that would happen if more were brought to court. So the Government would rather keep these out of the papers or TV.
