To answer your first question, when the Posse Comitatus Act is invoked. Yes, Portland not allowing federal ICE agents to do their job is one of the conditions under under 10 U.S.C. § 12406 that allow the President to use soldiers to get it done. You may not like it or agree with it. But it is Trump's opinion that matters. Not yours. He has stated the troops are going to protect ICE facilities, just as was done in Los Angeles, and it seems to be both legal and justifiable.

I don't remember anyone on the left having fits when Biden used the power of the tariff.

Import/exports in an ideal situation should be equal levels, but that is impossible in the case of the US, since it has a population 10 times that of most of their trade partners. So they will need to import more than they export.

Tariffs in an ideal situation should be zero both ways, but of course when there is an obvious deficit because a certain country abuses the trade balance for their own enrichment, then tariffs on that specific country are warranted.

This is not the case with 90% of the US trade partners.
