People like Trump are bought to power in many countries because all those in power before were unable or did not tackle the problems caused from outside their boundries. Just look at how Europe is destroying itself in letting all the problems of the world enter the Schengen area, inside where all their expenses are paid.

As I think was already explained to you  "to not recommend is not the same thing as "to recommend not to". It should be clear to anyone with a reasonable command of English that they were stating a general and legally prudent policy. It's clear that they weren't singling out Tylenol.
