Be more simple to just send them back. No passport? Send them back to the last country of  safe entry.

Easier said than done. What do you do when the country you want to send them to won't take them back? France and other EU members refuse to take returned channel crossers. On the contrary, France  facilitates the transit to the UK.

The USA is being  criticized for its deportations to  designated reception  countries. It adopted the strategy because the deportee homelands would not accept the deportees. Canada and Australia are stuck with hundreds of  people under deportation orders because India, Pakistan and  African origin nations are uncooperative,
