People need to get the message that it's their own responsibility to protect themselves.

Especially if you're talking about high risk sex acts with high risk partners. Assume they might infect you whatever they tell you or don't tell you. I don't know the details of this case. There are cases of people intentionally infecting people in a kind of "I hate the world and this is my revenge" kind of psychology, but I don't think every case of a positive person not telling is anything like that. A positive person might think, well this other person doesn't care and is likely positive himself, or it's not my responsibility to protect others, it's their responsibility. Not saintly behavior for sure but we're talking about a drug addict.
