Not only do these countries lack the skilled staff and the money to supply such efforts, but as you clearly don't recall, the Trump administration didn't even arrange for an orderly transfer. It cut of funding and staffing virtually overnight. Even if these countries could reestblish these programs themselves, there would be lots of corpses piling up from the Trump's destructive manner of withdrawal.
