dont know about english speaking insructors.

on ramkamheng road between sois 41 and 71 there are a lot of driving schools, probably best for you to try each one to see if they speak english.

the cost is roughly 4,800 baht for 20 hours of instruction, although if they provide an english speaking instuctor they may charge more.

a few of these schools have chinese speaking thais, dont know if thats any help to you, sorry i dont know what your native language is.
