Company Cost Cutting Measure - Time Off With Half-pay?

Dear friends

I understand that some companies in Thailand have implemented time-off or shorter workweek and the employees are compensated ranging from 50% to 75% of their daily pay.

Is this true and is there any official guidelines from the Thai Ministry of Labour?
