The old and oft-repeated yarn is that unlike other brands of beer that are brewed to a specific alcohol content, Chang is brewed to a minimum of its stated alcohol percentage and can be anything up to 9% in a given batch. In reflection, this doesn't seem to ring true for all sorts of reasons. (Possibly borne of some bloke finding an excuse to explain his drunkenness to his wee wifey.) Beers not hard to make, it's a chemical reaction that will be the same every time, provided the ingredients are used in the same quantities.

How hard is it to put ten ton of malt, a ton of hops and a hundred pound bag of yeast in a vat of water and sit and wait with a glass in your hand?

To make it stronger you have to add more carbs; malt, sugar, whatever and these add to the cost. I don't know too many brewers without an eye on the ledger. (Which is why Germans make good beer!)
