My flight gets in at 2240. What time does the visa on arrival counter close if at all

If you're refering to the visa exempt 30 day permission to stay that is offered most western countries such as Australia, then you should be okay. The last time I flew in without a visa we landed at Don Muang at 22:30 back in 2549 (2006) and customs was open all night as far as I'm aware.

OP is posting from India.

The VOA counter is definitely open whenever flights from the sub-continent arrive and there is always a scrum :)

If you get the chance get a visa before you leave India, it's quick and easy if you're within range of one of the VFS centres or you can submit via Blue-Dart :D
