My g/f and a friend own a shop near where we live, in Bang-Na. Hairdressing and beauty. Some time back I went with my g/f to one of her product suppliers. She wanted to buy a machine to make people slim. The machine she bought, you can buy in any do-it yourself shop. It was the same as a flat bed sander, I kid you not, she was adamant that it worked, combined with the slapping treatment? The same with the breast treatment. They have this costumer that likes to think she is rather Hi-so. The g/f tells me one day that this lady had booked to have boobs made big. So I asked how, by massage she tells me. So I asked how much? 300bt an hour. Ok tell her I will do it for nothing. Disn't go down to well.

It's not likely that breast trauma, from slapping or otherwise causes cancer.

The "irritation" hypothesis has long been disproved.  However the most common breast cancer, ductal carcinoma in situ (DCIS) almost never spreads throughout the body, or to the lymphatic system simply because DCIS doesn't attack capillaries, and the cancer essentially "stays where it is".  Therefore it only spreads to milk gland ducts and no further.  If you could pick a breast cancer to have that would be the one because it is usually readily curable because it does not spread to other types of tissue.  

Add repeated breast trauma by slapping and though I could not prove it, it would seem likely that bruised tissue could leak into a capillary.  Capillaries are permeable and leak plasma to perfuse surrounding tissue which does not have a developed circulatory system.  If even a few cancer cells permeated a capillary, the capillary enlarges to a venule, the venule to a vein, and in this way theoretically cancer could spread (metastasize) to distant parts of the body such as the liver, or bones.  Even if a cancer cell which becomes removed from the tumor due to trauma which does not permeate a capillary, the cell(s) could get swept up and carried into the lymphatic system.  The lymphatic system often becomes the focal point of breast cancer metastasis because it is a filter of sorts.

Its involvement can require a radical mastectomy (removal of the breast) along with removal of much of the lymphatic tissues that is adjacent to the breast.  The concept of breast slapping clearly cannot by any know mechanism cause permanent enlargement of breast tissue, though trauma often causes localized swelling, "see, it worked."   The concept is amazingly ignorant, especially since a good number of men enjoy, or even prefer smaller breasts over large ones.

Soon Thailand will be filled with Japanese men, perefecting the practise. Good for tourism.

No medical or scientific background or supportive reason and if anything it's just a swelling up of tissue after being attacked and no more. Most people who get hit hard have swelling and then it dies down unless hit again.

The cost quoted are as ridiculous as the claims.

Did you also notice that the breast slapping shop's owner is "Khunying Tobnom"? Translates as "Lady Breast Slap".

Even worse is that the government got involved and that the Health Ministry reportedly even endorsed this so-called 'traditional therapy'.

If I slap, hit and massage a breast (could practice on my own man-boobs first) for 10 minutes, it of course becomes bigger, because it swells due to trauma and increased blood flow. But to claim that this "painful procedure" would "shift fat from one area to another" is just utter nonsense.

Ah but look at the Khunying's family name - na Songkhla - the "na" indicating past familial links to royal lineage. This is of course the same name as a certain person promoted initially as a "rags to riches" success as an actress and singer, I do of course mean Pornchita (Benz) na Songkhla, who now also runs a heavily marketed line in cosmetics and perfumes etc. Then there are a bunch of other na Songkhla's at the top of TV and media, plus in finance and government agencies.

All in all, your comment about getting the government involved wouldn't have been too difficult to achieve ... just have a whisper to aunt/uncle so-and-so and the nod would be given for nepotistic support from the relevant agency.
