Your home country DL can be used legally for max 90 days. Thai DL can be obtained without theroy or practical tests if your homecountry clearly tells in English which vehicles it covers, or is supported by and IDP

However Thai traffic law and culture is very different to German, so the sooner you learn it the safer you will be

To buy and have registered a vehicle/bike in your name, you need 2 documents

Passport with any valid permit to stay

Certificate of residence issued by local Immigration or your embassy in Thailand

Most bike dealers take care of registration/tax/insurance, if you provide above. They call it registration fee at approx 900-1900 baht.

If you go to DLT in Pranbury yourself it costs 845 baht for plate, book, tax, insurance for a small bike
