Kindly recommend a local violin teacher. Anyone downtown or Thonburi. My preference would be a Thai teacher. I've searched for teachers online, but only came up with well-pedigreed farangs. I need teacher that can teach someone with zero musical experience.

There are several stringed instrument shops on Petchabury Rd past Pantip Plaza going towards Ratchathewi. I'm sure they can give you referrals.

Also most of the shipping malls have a section with "extra study classes" and one of these places normally has one shop that does music lessons

Fairly reasonable, my wife's little brother studies guitar at one of these places and lessons are about 3000 for 3 months of lessons (1 lesson per wk)

They also provide the instrument for lessons, so of you want to have them try it out for 3 months to see if it will "stick" and the kid stays interested before buying the instrument, you can do so
