I think it's more to do with who's paying for it especially since his family appear to have been on the trip as well. It's not unusual for there to be rules on behaviour when on a trip which isn't your own, such as for a government or company. There's nothing to stop him paying for his family and mates to come here if he wants.

You forget what are considered to be the responsibilities of a member of the CCCP. Of course it is not a crime in Thailand. When was the last time we heard about an official being convicted and jailed for stealing funds, corruption, drugs, gun crimes, etc? How many years has it BEEN? Thailand had essentially given up on corruption crimes against officials. Given up. Thrown in the towel. No punch left, no fight left. Surrendered the battle. Period. 100 percent tolerance.
