New health fund will be proposed to NCPO to support emergency patients

BANGKOK, 25 June 2014 (NNT) - The Comptroller General’s Department (CGD), the Social Security Office (SSO), and the National Health Security Office (NHSO) are drafting a proposal to establish an emergency fund to regulate treatment of emergency patients. Once completed, the proposal will be presented to the National Council for Peace and Order (NCPO) for approval.


The NHSO Secretary General, Dr. Winai Sawaddiworn, said after a meeting of the three units that the meeting found the most common problem that emergency patients usually meet was to be denied treatment or given bills after treatment in private hospitals.

He said that all of the 3 agencies would jointly draw up a guiding principle that would enable hospitals to provide emergency treatment to NHSO and SSO members without a loss.

The proposal would include criteria to help reduce hospital expenses and the setting up of a committee responsible for compensating emergency patients who have been charged by hospitals.

Lets hope this gets approved by the NCPO. It would add to the many notches the coup has already acquired since they took over for doing good for the people

And maybe it would prevent, or at least slow down, the escalating prices that paying patients are charged at private hospitals to make up for the losses from treating emergency cases who are unable to reimburse the hospital ... although whether this will do anything to make up for the expense of treating indigent & uninsured tourists & foreign residents remains to be seen. Hopefully those drawing up the guidelines will consider that problem as well.

This is not really a new scheme, but a further attempt to resolve a problem that arose from the policy of the last government to have a shared clearing centre (in the NHSO) to fund emergency treatments at any receiving hospital for any patient covered by the universal coverage scheme, the social security scheme or the civil servant medical benefits scheme. Dr Pradit, the Minister, was well aware of the problem, but many things were put on the backburner once Dr Narong, (the MoPH Permanent Secretary) came out openly against the government.
