My top two would probably be Serbia & Ukraine.

If anyone wants to add safest country then you can't beat the likes of Japan or South Korea.

I'd guess many countries in Eastern Europe and Africa.

Argentina and some other South American countries are in the running for third place.

I think they get a bit violent in Turkey.

Upheavals over the past few years have meant that political differences have spilled over to the sporting life; in particular football, with disastrous results. Poor organisational skills have also impacted in recent times.
