My top two would probably be Serbia & Ukraine.

If anyone wants to add safest country then you can't beat the likes of Japan or South Korea.

I'd guess many countries in Eastern Europe and Africa.

Argentina and some other South American countries are in the running for third place.

It would have to be Egypt.

Upheavals over the past few years have meant that political differences have spilled over to the sporting life; in particular football, with disastrous results. Poor organisational skills have also impacted in recent times.

Maybe Somalia, that's if they have a stadium of course

Watching football in cafes and bars is dangerous in Mogadishu. They have been targeted more than once. Many dead.

North Korea? Sitting up straight, clapping in sync with one another. God forbid you clap out of sync for your whole family and their generations to come to be confined to prison camps.
