CSD police take over the investigation of Bonanza's forest encroachment case

BANGKOK: -- Pak Chong district police have last week received Nor Sor 3 land certificates from the management of Bonanza resort and speedway in Khao Yai who are facing charges of forest encroachment.

Accompanied by his lawyer, Mr Paiwong Techanarong, the managing director of Bonanza resort, went to the Pak Chong police station to present four Nor Sor 3 Kor documents as a proof that the 100 rai plus land at Khao Nok Yoong and Khao Ang Hin were properly acquired by the company.

The land in question was turned into a car racing circuit but forest officials claimed that the land was located on forest reserves and impounded the land in question pending an investigation.

Mr Paiwong’s son, Mr Phupa, and an executive of Bonanza International Speedway Company which owns and operates the circuit, were charged with forest encroachment.

Pol Col Boonlert Wongwatjana, deputy commander of Nakhon Ratchasima provincial police, said that he was no not responsible for the case as it was taken over by the Crime Suppression Division police.

I don't know what is so difficult to comprehend about such cases.

The land department is supposed the have at least 1 copy of every title deed they issue, and for much more evidence of it on the books.

So if from land, that is not eligible for a title deed, a title deed is presented and there is no copy of it at the land office, then it is no rocket science that presented deed is a forgery.

There may be several issues under the present regime where people have concerns over how these issues may be handled or progressed, but how anyone can question investigations into land encroachment is beyond me!

If these people do indeed have a legal right to this land, if there has been a legitimate error either in the process or record keeping, then that shall be confirmed and their legally correct ownership will be recognized.

If on the other hand it all turns out to be a case of criminals looking after each other then (hopefully) the law will run its course, the land shall be returned to the rightful owners (the Thai people) and the perpetrators will be punished.

Who cares as to the political allegiances of the people involved, when a potential theft is discovered it should be dealt with as per due process.

What is so hard to understand about that?

Well, you understand how the Forestry Department designated forest area to begin with, don't you? They didn't have Google Earth back in the '70s, so the Forestry Department just took some maps from the previous reign and marked areas as forest until they had covered an area equal to the announced forest cover. I recall it was something over 50%, which was obviously absurd at the time. Many so-called "forest reserves" were deforested during the '50s and '60s when the Army was trying to conquer the Northeast and North. A lot of generals and local godfathers got rich from lumbering operations in those days. All in the name of National Security, of course.
