Maybe ask in the bookshop in Central Festival. If you take the old one, they may be able to check on the internet and order one for you.

Or maybe even ask your lawyer if he can find out for you, but he might charge you.

Try a SE-ED bookshop. Normally they have several lawbooks, including a Thai-English version of the Thai civil code, which I rpesume you are after. There probably is also a Thai-English version of the Penal code, never seen. Usually I use an online translation).
