yes you can, will also need proof of where you stay, with a letter from your embassey one option and need a Doctors letter saying fit to drive. Can get licence from the transport office near Chatujak Market in Bangkok, need two photo's Photocopy of your visa page and photo page of passport and copys of tm card and entry stamp, will need to take original with you. I managed to get licence without taking test by taking my UK photocard licence along, you will need to do a few test for eyesight though

the one from uk embassey states that you are living in Thailand at such and such address, all needed to do is ask for letter for driving licence and they do the rest.
