Can only be according to TV finest sleuths.

Is it a Ddos or a maintenance window (assuming only .go.th sites are being hit ? If it's all .gov, then the name servers could also be shafted ?

Thai govt websites are not really part of the government - public interface, often very much out of date, with links that don't work, replete with malware.

I would imagine this will make no difference.

The problem is that this 'attack' will backfire, as the powers that be will use it as proof of why they need complete control of everything. If anything, they may now fast track the building of the 'Great Firewall of Thailand'.

In that's evening edition of the Bangkok Post the ICT Minister said there is no headway in a single gateway plan and the govt will never restrict rights or interfere with social media use. Said the single gateway plan was to protect Thai youth. Basially the govt has done a complete flip flop from saying the single gateway was needed to reduce business cost.

Check the article out...it's titled, "ICT minister vows to 'never curb rights" and is in the 1 Oct 15 internet edition of the Bangkok Post. I think the govt has returned to the barracks on this issue and will now happily let this stupid, communist type proposal die...saving face all along the way.
