NCPO appoints new new charter drafting panel

BANGKOK: -- Veteran legal expert Meechai Ruchupan has been appointed chairman of new Constitution Drafting Committee (CDC), deputy Prime Minister Wissanu Krea-ngam said on Monday.


Meechai is also appointed now a member of National Council for Peace and Order (NCPO).

Other 20 members have been also appointed. The official appointment was revealed after the NCPO’s meeting chaired by its head Gen Prayut Chan-o-cha who is also the prime minister.

Meechai’s CDC will have six months from now to draft a new charter draft.

The former CDC was dissolved after National Reform Council voted down its charter draft.

BANGKOK: -- The National Council for Peace and Order (NCPO) chaired by Prime Minister Gen Prayut Chan-o-cha today selected Mr Meechai Ruchuphan as chairman of the 21-member constitution drafting committee (CDC).

Among the charter drafting committee are former Election Commission chairman Praphan Naiyakowit, former Constitution Court judge Suphot Khaimuk, former permanent secretary of Foreign Affairs Ministry Norachit Sinhaseni, and president of the National Press Council of Thailand Pathara Khampitak.

The NCPO also endorsed the selection of the 200-member National Steering Committee for Reform.

The steering assembly comprises 61 former members of the dissolved National Reform Council, 25 retired senior military officers, and civil servants, 23 active senior government officials, 49 military and police officers still in government services, 13 academics, 10 members of political and civil groups, and19 specialists.

Of the 200 members of the NSCR, 17 are women, and the rest are men.

OMG, at 8.5% this is an alarmingly high percentage of women. Surely just one or two would be sufficient, especially when it comes to "steering"?

Did they just run out of geriatric male yellow shirts?

200-member National Steering Committee for Reform of whom 42 are seemingly unrelated to the former junta-appointed NRC and the Junta government. Assuming that the PDRC is not part of the 10 members of political groups. I'm afraid this distortion of representation without the Thai people is not going to do well to meet the needs of the Thai people.

OK, the 21-member CDC Mark II is finally off and running, with the PM's man Meechi in charge.

We should all wish them every success. Hopefully, in six months from now we will get to see the results of their efforts.

Let us all hope that:

  • They seek opinions from as many Thai citizens as possible during the drafting stage (regardless of their political affiliations or social status),
  • They complete their task without too much interference from the NCPO,
  • They don’t reach an impasse that causes the whole process to stall, and
  • They produce a draft that has a reasonable chance of success at referendum.

We should also hope that the new National Steering Committee for Reform are also successful in their role of guiding the restructure of Thailand’s political, economic and social systems.
