Can I use Thai driving License to hire car in UK ?

It would depend on the person renting it out, but in general yes, you can, provided it is a 5-year licence (or is it a license in the UK?).

I have two year Thailand License with expiry in August 2017. I also have UK driving license but you need to obtain password for car hire company to check your record - unfortunately I cannot get this as there has two addresses I have - one on DVLA and other with HMRC National Insurance.

As said 5 year Thai DL required the 2 year one is temporary, use your UK one and hire at the arrival airport.
