They could start by making the test a real test and actually failing people who don't meet the standard. Right now it is a joke.
Not entirely. Wife recently took driver training and Test, where actually number of others failed it. Some were reduced to tears at the test center when failed.

Allegedly in Turkey you need to prove you can drive around a tree in a field to get your license. Oh and not hit the tree.

 

if ever you go there you will believe that even if proven to be untrue
