As the title says, how hard is to make another papers, how much cost and how long need to wait for it?

Sounds all about car registration (book).

 

Moved to Thailand Motor forum.

It's the resident information blue book ( the one with the info where Thai person live ) and car registration. 

Blue book would be at local ampher, documents required and time frame only they could provide as they are all different. Car green book would be local Motor transport office, and again, only the office could give you definite time frame and cost. 

Go to Police station. Fill out 2 reports - one for House Book lost, one for Blue Book for Car lost. Take the Police report for the house book to the Amphur. Take the Police report for the Blue car Book to the DLT. Arrive with copies of your Passport, including Visa page and entry stamp, 90 day report if applicable. Preferred  the person in the house book accompany you, with same copies as above, to Amphur. They will also need their Thai ID card. You did make copies of the books before you lost them, didn't you ?

Car "green book" is blue.
