If so, depending on what level you are on, a welding shop could fix you up.Do remember, that with all such exits, they also can provide an entry point to unwanted people. Probably made of rope and throw out if you need to escape. I have seen them in Europe but not here.

So? You chuck it out of the window. It rests against the wall. How do you get your foot onto the lower rung when the ladder is tight against the wall. You can't.
