I sold a bike last week and went with the buyer to transfer the green book.  Without hyperbole I would say that every single person we dealt with there (inspection station, paperwork check, transfer clerk, etc.) was as friendly and helpful as possible!  My Thai is terrible and the buyer spoke no Thai and they cheerfully filled out all the forms  and guided us through the process.  It was a pleasure to have something I expected to be stressful be so easy.

Yes, there weren't any complications and we had all the right documents but all credit to them for providing such good service even though they were busy.  I just wanted to post about a positive experience.
