I have a Thai 5 year driving license that expires at the end of this year 2018, can I renew the license with only a 60 Thai Tourist visa in my passport?

Yes, you should get a 2 year license.

As stevenl mentions above.... You can only renew to a 2 year temporary licence as you no longer have a Non-Immigrant Visa.

 

I was in exactly the same situation: I have a 5 year Licence (which I'd obtained while Work Permitted here), I renewed in November but was no longer working in Thailand (No Non-Imm Visa). I could only renew for a 2 Year Temporary Licence.

Are you saying that I cannot renew a 5 yr licence, which I got while working here but now retired.

Depends on your visa/extension status.

 

With non-immigrant visa or extension of stay you can get a 5 year license, with tourist visa only temporary.
