That's all there is to this post.  His name pops up regularly on immigration threads, but I'm totally out of the loop on this.  I have no idea who this person is.

He was previously known as "Little Joke" but thanks to his constant flirtation with the media he has become a "Big Joke!"

Who gave him his nickname and why?

Pol. Maj. Gen. Surachet Hakphan, born 29. October 1970, 48 years old.

Hurry up to send him birthday congrats

Acting commissioner of Thai Immigration Police since Oct 1, 2018.

He is still acting commissioner and wearing the tourist police uniform until he gets his third star (promotion) to be "countersigned" from the "very top".

Here seen at the meeting of Royal Thai Police end of September this year where the list of reshuffle and promotions were pronounced:

Major General Surchate Hakpal, current head of Immigration and before that the deputy head of the Thai Tourist Police. He's rather fond of publicity and not so fond of people with black skin.

Big Joke is his Thai nickname.

And in Thai language Joke doesn't mean funny or silly or whatever.

It sounds like a name meant to mock him but it's not.  Joke was his Thai nickname since childhood and he has a "big" position in government, hence Big Joke.

Jok is rice porridge.  It was his nickname when a child.  Since he has an elevated position they call him. "Big"

Maybe he likes to eat congee when he was a kid and their parents gave him this nickname.

I was also nicknamed a certain dish by a Thai foodstall because I kept ordering the same food whenever I go there. LOL.

Plausible.

A nickname like all children get and usually keep for their lifetime.

Now ridiculed by this transcription to English as "joke".

Let's change it to 'Jok' instead of the derogatory 'Joke'.
